Two people were arrested on drug charges early Saturday morning, in Creston. The Creston P-D says 18-year old Wesley Oliphant, of Lenox, and 40-year old Amy Crispin, of Creston, both face Possession of Drug Paraphernalia charges after they were taken into custody a little after 1-a.m., Saturday, at 611 W. Adams Street. Crispin faces an additional charge of Possession of a Controlled Substance/Marijuana – 2nd offense. She was released from the Union County Jail on $2,000 bond, while Oliphant was released on $300 bond.

On Sunday, 28-year old Adam Drake, of Creston, was arrested on charges of Public Intoxication/3rd or subsequent offense. He was being held in the Ringgold County Jail, with bond set at $2,000. And last Friday, 50-year old Daniel Snedeker, of Diagonal, was arrested in Creston for Driving Under Suspension. He was later released on $300 bond.

Members of the Atlantic City Council, Wednesday, will act on a Resolution, that if approved, would call for a bond measure to be placed on the Nov. 3rd General Election ballot. The City would ask its citizens to approve paying for the restoration of the historic ballroom/theater and the creation of a multi-purpose facility on the second and third floors of the City Hall building. The cost of the bond would not exceed $875,000, and would be paid for through Local Option Sales Tax (or, “LOST”) funds. The City Council meeting begins at 5:30-p.m., Wednesday.

Prior to a vote on approving the Resolution, Design Alliance Architect firm representative Jerry Purdy will make a presentation on the proposed project, which a Taskforce has been reviewing issues pertaining to, for the past six-months. Design Alliance has placed the cost of work for the project at $931, 097. The Council approved $100,000 during the last bond issuance, for the installation of an elevator that makes the second floor accessible. About $10,000 of those funds have been reserved to compensate Design Alliance for their services to the City. City officials say the remaining $90,000 can be credited to the project, bringing the needed funds to $841,097.

City Administrator John Lund says he requested the bond on the ballot measure be increased to $875,000, to cover any contingencies or unanticipated costs associated with work on the project, because contractors have warned him the building’s age may be concealing major problems that won’t be known until after work begins.

In other business, the Atlantic City Council will hold the first readings of Ordinances amending the City’s Code of Ordinances, with regard to “Fiscal Management and Accountability,” and “Provisions pertaining to Mayor and Council Compensation.” John Lund says the last time the Council’s compensation was considered was in 1994, with the Mayor’s salary having been adjusted 18-years ago.

The ordinance calls for the Council’s Annual Expense to increase $6,700, from the current $10,180, to $16,880 (compensation for attending Council and Committee meetings), and for the Mayor’s Annual Expense to increase $2,000, from the current $8,000, to $10,000. If the ordinance is adopted, the increases will not be immediate. Both the Council and Mayor must go through an election cycle before their compensation is effective. For the current Council, that would begin January 2016, and for the Mayor, 2018.

Police in Red Oak say a local man was arrested Sunday night on a charge of Criminal Mischief in the 3rd Degree. 23-year old Dustin James Danick, of Red Oak, was taken into custody at around 10:40-p.m., in the vicinity of N. 1st Street and E. Washington Avenue. He was being held in the Montgomery County Jail on $2,000 bond.

An altercation in Red Oak early Saturday morning led to shots being fired from two separate weapons and the arrest of two people, with authorities still searching for a third person. According to Red Oak Police, officers were called to the 200 block of N. 4th Street at around 2:15-a.m. Saturday, after receiving a report of glass breaking. Following an investigation, 41-year old James Mitroff II, and 27-year old Jodi Brookshire, both of Red Oak, were arrested for Reckless Use of Firearms. The pair were being held in the Montgomery County Jail on $2,000 cash bond, each. Authorities are still searching for 33-year old Jacob Cochran, of Red Oak, in connection with the incident. Cochran faces felony charges that include 1st Degree Burglary and Domestic Abuse Assault with Injury. Anyone with information about his location is asked to call Montgomery County Crimestoppers. Anyone harboring Cochran may also face charges.

Authorities say after officers arrived on the scene, they learned Mitroff II, Brookshire and Cochran were at the residence, but Cochran had fled on foot. An investigation determined there was a physical altercation between Brookshire and Cochran inside the home, that continued outside. After Mitroff and Brookshire went back into the home, Cochran used force to gain entry to the residence and another physical altercation took place between Brookshire and Cochran.

Mitroff fired five rounds from a handgun into the air, in an attempt to scare Cochran, who then went outside. After Mitroff and Brookshire retrieved a shotgun, Brookshire accidentally fired a round from the shotgun into the ceiling and another on purpose, to scare Cochran, who had once again entered the home. After Mitroff took possession of the shotgun and fired another round into the air, Cochran left the home.

Additional charges are pending in connection with the incident.

SIOUX CITY, Iowa (AP) — A new law that prevented Iowa schools from starting before August 23rd helped boost crowds at the State Fair and other attractions this month. The Sioux City Journal reports attendance at the Iowa State Fair in mid-August hit an all-time high of 1,117,398.

WATERLOO, Iowa (AP) — Waterloo police are investigating after a 27-year-old man was shot and killed outside a gentlemen’s club. Authorities say Justin Montravious Dollen was wounded several times in the parking lot outside the Porsches Theater of Arts around 3:30 a.m. Sunday. Dollen died later at an Iowa City hospital. Last year, Dollen was wounded in his leg by a previous shooting

IOWA CITY, Iowa (AP) — An Ohio State University administrator is one of the four finalists to become president of the University of Iowa. The Iowa Board of Regents said Sunday that Joseph Steinmetz will visit the campus in Iowa City on Monday to meet faculty and students. He is currently Ohio State’s executive vice president and provost.

ONAWA, Iowa (AP) — Scott Walker wowed Iowa Republicans in January at one of the first events of the 2016 campaign, a moment that shot the Wisconsin governor into the top-tier of GOP candidates for president. But in the months since, Walker has slowly fallen back into the pack of more than a dozen seeking the GOP nomination. Walker is looking to Iowa to regain his momentum. He was there for two days last week, retail politicking at diners and dives.

Two Mills County residents were injured and a northwest Iowa man died, following a collision Sunday afternoon north of Pacific Junction, in Mills County. The Iowa State Patrol reports the driver of a 2005 Cadillac Deville, 59-year old Larry Saxen, of LeMars, died at Creighton University Medical Center after being flown by LifeNet from the scene of the crash that took place at around 3:25-p.m., about a mile east of Interstate 29.  A Glenwood couple, 74-year old Dale and 73-year old Margaret Fink, were injured in the crash that happened at the intersection of Highway 34 and 195th Street.

Officials say Saxen was traveling north on 195th and stopped at the intersection, but then for some reason pulled out in front of an eastbound 2011 Kia Sorento, driven by Dale Fink. The vehicles collided in a T-bone fashion. The Patrol says the Finks were transported by Pacific Junction Rescue to Mercy Hospital. A report on their condition was not immediately available.

All three crash victims were wearing their seat belts.

Adair County Sheriff Jeff Vandewater reports a man from Union County was arrested last Tuesday morning on drug charges. 29-year old Adam Thomas Harris, of Creston, was taken into custody by Stuart Police at a convenience store. Harris faces charges that include (Felony) Possession of Methamphetamine (5-milligrams or more) with the Intent to Deliver, Possession of a Prescription Medication without a valid prescription, and possession of drug paraphernalia (scales and syringes). His bond was set at $100,000.

Also arrested Tuesday, on an Adair County warrant for Criminal Mischief in the 5th Degree, was 19-year old Matthew Henry Paulsen, of Adair. Paulsen was later released on $300 bond.

On Wednesday, 27-year old Alexander Maxwell Fuhrman, of Adair, was arrested by an Iowa State Patrol Trooper for OWI/1st offense. Fuhrman was released the following day on $1,000 bond. Taken into custody on Friday in Adair County, was 52-year old Kenneth John Perry, of Greenfield, who faces two counts of Assault with Injury, in connection with an incident during which he allegedly slapped two minors, leaving them with a red mark on the side of their faces. Perry was being held on $1,000 bond.

And, 35-year old Cory Martin Gregersen, of Adair, was arrested Friday evening on charges that include Driving While License Revoked, Failure to Use a Child Restraint Device, and Failure to Maintain  or Use Safety belt. Gregersen was released the following day on $1,000 bond.

Myles Kass owns a seasonal restaurant at Arnolds Park, and he said his August sales numbers were higher than in recent years. Many Iowa school districts started on Aug. 24. Last year, only 14 of 338 Iowa districts started after Aug. 23. Mark Sanders says the later school start helped him keep a promise to take his daughter and two friends to Arnolds Park earlier this month.
