The Cass County Board of Supervisors, minus Mark Wedemyer, met Friday morning in Atlantic, during a regularly scheduled session. According to Cass County Auditor Dale Sunderman, during the meeting, Dave Sturm, with Snyder & Associates, filed an eight application for partial payment on the URA Road paving construction project. The Board then motioned for and approved Manatt’s Inc. application for partial payment No. 8 on the Glacier-to Buck Creek-to Echo Road paving project, in the amount of $232,263.90.

County Engineer Charles Bechtold then reviewed current road projects, and the Board approved an application for a permit to display fireworks. The permit was granted to Ron Schroeder, of Lyman, for the display of fireworks on July 3rd.

Auditor Sunderman reported that a resolution for end of fiscal year budget considerations was necessary, and the Board unanimously approved a motion to adopt the resolution to “Amend Expense Appropriations for Fiscal Year 2017-18.”

An earlier Resolution (2018-019) directed that a loan in the amount of $350,000 be advanced for the funding of projects in the 2017 Cass County Agribusiness Urban Renewal Area to be repaid from future incremental property tax revenues to be derived from the Urban Renewal Area. The amended Resolution (2018-022) allows a county budget transfer adjustment (change in transfer/loan authority) for FY2018, as follows: Transfer $350,000 from “Fund 26000 Local Option Sales Tax Fund” to “Fund 34000 2017 Cass County Agribusiness Urban Renewal Area Capital Projects Fund.”  Resolution adopted this 29th day of June, 2018.

The Cass County Supervisors also conducted the second and final hearing and reading on proposed amendment to Ordinance 7. Hearing or receiving no objections, the Board elected to waive a third hearing, and to adopt amendment to Ordinance 7 by striking all text of current Ordinance 7-Veterans Emergency Assistance Program and replacing with new text. (a copy of which is on file with County Auditor).

C. Bluffs man arrested on drug charges in Mills County

The Mills County Sheriff’s Office reports the arrest Thursday night, of a man from Pottawattamie County, on drug charges. 27-year old Clayton Morris Scott, of Council Bluffs, was arrested in the vicinity of 221st & 225th Streets at around 9:50-p.m., for Possession of a Controlled Substance and Possession of Drug Paraphernalia. His bond was set at $1,300.

Trial set for woman accused of stealing from county day care

TOLEDO, Iowa (AP) — A September trial has been scheduled for a former executive director of the Tama County day care accused of using thousands of its dollars to buy things for herself. Tama County District Court records say written pleas of not guilty were filed Thursday for 46-year-old Kristine Daniel. She’s charged with theft and other crimes. Her trial is set to begin Sept. 24 at the courthouse in Toledo.

The state auditor’s office says auditors have identified nearly $279,000 in improper and unsupported spending, undeposited collections and forgone grant revenue involved in the finances of the day care, Kids’ Corner. The audit covered December 2009 through May 31, 2016, the time period Daniel worked for Kids’ Corner.

The Cass County Sheriff’s Office reports 18-year old Jordyn Lynette-Kay Hill, of Atlantic, turned herself to the jail Tuesday on a Cass County Sheriff’s Office warrant for six counts of Burglary of a Motor Vehicle and one count of Theft 3rd Degree. Two minors were also charged in Juvenile Court: a 16 year old male with three counts of Burglary of a Motor Vehicle and one count of Theft 4th Degree; and a 17 year old female with six counts of Burglary of a Motor Vehicle and Theft 3rd Degree. Hill was booked at the Cass County Jail and later released on $2,000 bond.

Also arrested Tuesday, was a 16 year old male, on charges of Operating a Motor Vehicle without Permission, and Possession of Marijuana 1st Offense). The juvenile was taken to Juvenile Detention in Council Bluffs and remained there as of the latest report. On Wednesday, Cass County Deputies arrested 35-year old Nicole Marie Wagner, of Atlantic, on a Pottawattamie County warrant. Wagner was taken into custody and bonded out on the warrant, Thursday. 32-year old Jason George Massman, of Clermont, was arrested Wednesday in Cass County, on a felony Drug Tax Stamp Violation charge, as well as: Possession with Intent to Deliver Tramadol; OWI 2nd Offense; Unlawful Possession of a Prescription Drug; and Possession of Marijuana 1st Offense. Massman was taken to the Cass County Jail and later released on $10,000 bond.

Thursday, Cass County Sheriff’s Deputies arrested 26-year old Destiny Jo Fuller, of Griswold, on a charge of Driving While Barred. Fuller was taken to the Cass County Jail and released today (Friday), on her own recognizance.

Shenandoah Elks Lodge prepares for Veterans Town Hall

Shenandoah Elks Lodge 1122 is the host for the next Veterans Town Hall scheduled for Wednesday, July 18. The lodge is located at 701 south Fremont Street, in Shenandoah.  Veterans, caregivers, Family Members or anyone who has a vested interest in Veterans information and updates is invited to the Veterans Town Hall, beginning at 6 p.m. Subject matter experts from the VA Nebraska-Western Iowa Health Care System will be on hand to provide current and topical information to the public. A question and answer session will also be included, in addition to information tables.

Abortion rights leader praises Iowa court ruling

The president of a national abortion-rights organization says the Iowa Supreme Court acted “absolutely appropriately” in striking down a 72-hour waiting period for women seeking an abortion. Ilyse Hogue is president of NARAL Pro-Choice America. She told reporters outside of the Iowa Capitol that Friday’s ruling upholds precedent, the rights of Iowa women and their “dignity and respect.”

Hogue says U.S. Sen. Charles Grassley should consider those issues when advancing any U.S. Supreme Court nominee chosen by President Donald Trump to replace retiring Justice Anthony Kennedy. Grassley is Iowa’s senior senator and chairman of the Senate Judiciary Committee. Hogue has said she believes a pick from a circulated conservative list of possible candidates could eventually overturn Roe v. Wade, the landmark 1973 ruling that upheld a woman’s right to an abortion.

Auditors say nearly $6K in tax payments improperly handled

OSAGE, Iowa (AP) — An audit has determined that nearly $6,000 in property taxes and delinquent charges was undeposited or improperly deposited in Mitchell County, where a former clerk pleaded guilty to theft.
The state auditor’s office also said in a news release Friday that a $787 tax payment was improperly diverted to pay a portion of Tracey Mooberry’s taxes in March 2016. Mooberry worked as a clerk in the county treasurer’s office from 2011 until May 2016. She was given a year of probation after pleading guilty to misdemeanor misconduct in office. Authorities say the thefts occurred in the last few weeks of her employment. The county attorney has said the money was paid back.

Mooberry was on the Mitchell County Conservation Board and the Osage School Board when the charge was filed. She’s since resigned both posts.

Help needed for Atlantic Fireworks on July 4th

The City of Atlantic’s Parks & Recreation Department is asking for help with the fireworks on Wednesday, July 4th, at the airport. The help is especially needed with clean-up on Thursday, July 5th. Boil Advisory lifted in Anita

An official with Anita Municipal Utilities said today (Friday), that a Boil Water Advisory issued Tuesday, has been lifted. The Advisory was issued after water pressure in the system was lowered as crews were replacing a valve on the water tower. The Advisory was issued as a precautionary measure, over concerns bacteria may have entered the system during the low pressure event. But again, the BOIL WATER Advisory in Anita is no longer in effect, and you may resume using the water supply as usual.
