The Latest: Storm impacts Missouri River dam releases

The U.S. Army Corps of Engineers is increasing releases from a dam along the Missouri River in southeastern South Dakota as flooding escalates across the region due to a massive late-winter storm. The Corps says there is little storage capacity behind the Gavins Point Dam for runoff. That prompted the releases, which could worsen flooding downstream. But the agency says it’s helping with levee monitoring and other flood response measures.

Releases from the Fort Randall Dam upstream have been stopped to create more capacity behind Gavins Point. No releases from Fort Randall are expected for several days. The Corps also is working with the National Weather Service to monitor conditions. The weather service has issued flood warnings along the Missouri River and its tributaries from southeastern South Dakota to St. Louis in Missouri.

Alleged credit card fraudsters in the Harlan area

Harlan Police Report two individuals – a man and a woman – have allegedly been in the area committing credit card fraud. The individuals go by the names of Joshua Householder and Victoria Zunita. Authorities say they have been known to make multiple trips into establishments, with the woman changing clothes and wearing a wig. They allegedly present credit cards that are known to be stolen. The couple was last seen driving a PT Cruiser. If you have any contact with those individuals, contact the Harlan Police Department at 712-755-5151.

Shambaugh man arrested Friday for parole violation

Deputies with the Page County Sheriff’s Office today (Friday), arrested 48-year old John David Stone, of Shambaugh, on a warrant for Parole Violation.

Stone was arrested at a residence in Shambaugh, where he was staying. He was transported to the Page County Jail where he was being held without no bond due to the Parole Violation charge.

According to 511ia.org, the following roads remain closed or are partially open, in the listening area, due to flooding:

  • Highway 34, between County Road L63 and County Road M16 (near Hastings), both lanes closed (detour established)
  • Highway 34 westbound, between I-29 and the Nebraska State Line. (Detoured)
  • IA Highway 48 between U-S 59 and County Road J-32 (At Shenandoah) is closed in both directions (detour)
  • U-S Hwy 59 between IA 48 and J-14 (near Shenandoah) is closed in both directions. (Detour)
  • Highway 59 N. of I-80 is down to one-lane
  • Highway 2 between Shenandoah and Farragut is closed in both directions. (Detour)
  • Highway 333 at Hamburg, is closed between I-29 and Hwy 275 (detour)
  • Highway 30 from Missouri Valley to I-29 is closed in both directions, a detour was established
  • Highway 30 between Dunlap and Logan is closed in both directions.
  • Interstate 29 from Council Bluffs to Missouri Valley is closed in both directions.
  • I-680 from I-29 west into Omaha (The Mormon Bridge) is closed in both directions.
  • Highway 44 westbound between Panora and Dallas Center: lookout for potential flooding
  • U-S Highway 169 between Highway 6 and Hwy 44 near Adel is closed in both directions.

Barking, naked man leads police on chase, over fences & onto roofs

(Radio Iowa) — Two central Iowa police officers were hurt while trying to arrest a suspect early this (Friday) morning. Witnesses called Des Moines police about a naked man, likely on drugs, on the roof of an apartment complex, barking like a dog. Before police arrived around 8 AM, he came off the roof and allegedly stole an SUV. Minutes later, a man with the same description was reported at an apartment building nearby, barking and confronting residents. Police say the suspect, 35-year-old Diamond Dolo of Des Moines, assaulted two officers, tried to steal their cruiser, then led them on a foot chase, over fences and onto roofs. Dolo was eventually Tasered and arrested for theft and assault on two police officers.

The suspect and both officers were treated for minor injuries.

The Atlantic Police Department reports four local streets have been temporarily closed due to severe damage from the flooding. The streets are primarily in the vicinity of the Schildberg Recreation Area, and include:

  • Buck Creek Road, from the City Limits to 2nd Street.
  • Iowa Avenue
  • Clark Street (at State Street)
  • and North Chestnut, from just south of Iowa Avenue.

The Schildberg Recreation Park, including the walking path, tree dump/yard waste site and dog park, will all be closed until further notice. In addition, there are 5 roads in Cass County closed by washouts. Assistant to the Cass County Engineer Rich Hansen reports:

  • The Lewis Road from west of the Lewis City Limits to 570th over the Nishnabotna River
  • Nishna Valley Road from 550th (Hwy 48) to 560th
  • Quimby Road from Hwy 48 to the Pottawattamie County line
  • North of Griswold, Scott Street to the Pott. County line
  • and, South of Griswold, 540th to one-mile south of Yankton Road.

Cass County Emergency Management Coordinator Mike Kennon is asking County residents with flood-related property damage, to call him at 243-1500, or 254-1500, to report the type of damage and other pertinent information. The data will be submitted to the State in hopes of obtaining Individual Assistance Grants for the County, that will help residents recover from flood damage.

Flood Warning extended to Saturday morning for west/s.w. IA Counties

The National Weather Service has extended a Flood Warning for certain western and southwest Iowa Counties through 9:45-a.m. Saturday, March 16th. Counties still under a Flood Warning include: Mills-Shelby-Monona-Pottawattamie-Montgomery-Fremont-Harrison and Page. At 9:43-a.m. today (Friday), residual extensive flooding continued as rivers and streams expand to areas unaccustomed to flooding. Travel is still hazardous, and is discouraged. Please do not drive across flooded roadways.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Turn around, don`t drown when encountering flooded roads. Most flood deaths occur in vehicles. Excessive runoff from heavy rainfall will cause flooding of small creeks and streams, country roads, farmland, and other low lying spots. A Flood Warning means that flooding is imminent or occurring. All interested parties should take necessary precautions immediately.

The Flood Warning for Cass-Adair-Adams-Audubon-Guthrie-Ringgold-Taylor and Union Counties was allowed to expire this morning.

Volunteers mounting effort to fill Waterloo potholes

WATERLOO, Iowa (AP) — A Waterloo businessman is mounting another volunteer effort to fill the city’s unhappy bounty of potholes. Scott Jordan is owner of Scott’s Electric, and he told the Waterloo-Cedar Falls Courier that he’s secured support from other businesses and the city for the drive beginning Saturday. It’s the sixth time Jordan has organized the effort, which started in 1993 and was last conducted in 2016.

He says Aspro Inc. is donating the cold patch material to fill the potholes, and Action Signs is helping with traffic control to keep the volunteers safe.

Shelby County officials are in the process of evaluating flood damage

Shelby County Emergency Management Coordinator Alex Londo reports local officials are currently working to evaluate the damage caused by the recent floods. Shelby County Emergency Management is asking Shelby County residents who have damaged homes because of the floods to contact the EMA office at (712) 755-2124. You’ll be asked for your name, address, phone number, and extent of the damage. Someone from the office will then contact you to come out and assess the extent of the damage for the report which will be submitted to the State.

Iowa father testifies at son’s murder trial

COUNCIL BLUFFS, Iowa (AP) — An Iowa man has testified in the murder trial of his son, who police say fatally shot his mother and staged the crime scene to look like a burglary. The Des Moines Register reports that 73-year-old Bill Carter’s testimony Thursday at the Pottawattamie County Courthouse in Council Bluffs helped establish a timeline for the killing of his wife, Shirley Carter. The couple’s 46-year-old son, Jason Carter, is accused of fatally shooting Shirley Carter at her Marion County home in 2015.

Bill Carter testified that investigators found many of his wife’s valuable belongings untouched, which prosecutors say proves that it wasn’t a burglary. Marion County Attorney Ed Bull alleges that Jason Carter killed his mother for financial gain. Defense attorney Christine Branstad says investigators failed to follow up on significant pieces of evidence.
