Cass County 4-H’ers Receive Awards at County Convention

(Atlantic, Iowa) – Cass County 4-H’ers and their families, volunteers and supporters gathered on Sunday, November 12th to celebrate the 2022-2023 4-H year at the 2023 County Convention. Cass County 4-H Youth Coordinator Katie Bateman says 4-H leaders reaching milestones were recognized at the convention, for their service.

Receiving ten-year recognition were Jeff Anderson of Washington GEM, Tarah Anderson of Washington GEM, Beth Henderson of Benton Franklin, Eva Jensen of Grant Guys & Gals, Kristy Pellett of Pymosa, Windy Smith of Griswold Clubsters Clover Kids. Recognized as a club leader for five years was Troy Retallic of Bear Grove Blazers.

The 4-H Alumni Award, given to 4-H alumni that have stayed active in supporting the local 4-H program, was presented to Dawn and Donnie Dreager. Dawn and Donnie are long-time supporters of the 4-H program who always encourage youth to do their best. Donnie is instrumental in the Swine Department at County Fair supporting the superintendent and helping wherever needed. Both are alumni of the Pymosa Club, who have continued to contribute time in support of Cass County 4-H.

Dale and the late Pam Kuehl were recognized as Honorary Members; an award given to non-4-H members that offer support and assistance to the local 4-H program. They have been long-time contributors to the fair livestock sale. Dale is a former fairboard member and Pam was a leader of the Brighton Bluebells 4-H Club. They have helped many youth with livestock projects over the years.

The Distinguished Service Award was presented to NISHNANET. The team at NISHNANET work hard to provide free Wi-Fi on the fairgrounds during fair week. This service allows data to be entered quickly for shows after weigh-ins, networks to live stream county fair events, and communicate throughout the grounds. 4-H and FFA members, staff, and everyone who comes to the fair is grateful for the services that NISHNANET provide. They are quick to respond to the need and move on a moment’s notice to help all throughout the year.

Members and leaders of all eleven 4-H clubs in Cass County were presented on stage to receive recognition for club activities throughout the year and project awards. Intermediate and Junior 4-H members who completed a record book received project awards based on leaders’ recommendation. High school members turn in their record book at the club level to be reviewed then leaders nominate records to be reviewed again at the county level. Record books are rated on organization, appearance, goals and learning, spelling and grammar. Senior project awards were also presented. These project records should be well organized, neat, and show evidence of solid Citizenship, Communication, and Leadership activities. Points received determine if platinum, gold, silver, or bronze awards are given.

Senior 4-H’ers could also apply for County-Level awards, which required a special application and information regarding their overall 4-H experiences. Bear Grove Blazers was recognized for the top window display during National 4-H Week and as the Banner Club winner for all the activities completed this past 4-H program year. Grove H.O.T won top community service project poster. Club officers keep records throughout the year and turn in books to be reviewed. Top books in the county are selected for Secretary, Treasurer and Historian. Washington GEM took home all three of these officer book awards.

The afternoon concluded with the installation of fifteen senior level 4-H’ers onto the 2023-2024 County 4-H Youth Council. Outdoor burns are strongly discouraged Tuesday and Wednesday

(Shenandoah, Iowa) – Authorities in southwest Iowa are discouraging open burning due to extreme fire danger and high winds. Field fires were reported over the weekend in this area, after a combine caught fire and someone decided it would be a good time to burn timber in windy conditions between Wiota and Anita.

The National Weather Service issued a statement saying elevated fire weather conditions are expected…due to combination of windy conditions, low relative humidities, and cured agriculture fields and prairie grasses. Strong and gusty winds, gusts up to 35 to 45 mph, will be experienced across eastern Nebraska and western Iowa today (Tuesday) through Thursday. Any fire that does start may spread quickly. The gusty winds may cause hazardous travel conditions for high profile vehicles on east west roadways, as well.

Please hold off on burning of trash and keep an eye on any recent burning. Also please properly and responsibly discard your cigarettes.

USDA report shows much of 2023 harvest activity in Iowa completed

(Radio Iowa) – The latest U-S-D-A crop and weather report shows Iowa’s soybean harvest is nearly complete and 94 percent of corn that’s harvested for grain is out of the fields. The 2023 corn harvest in Iowa is about 10 days ahead of the five year average.

According to the U-S-D-A, 58 percent of Iowa’s topsoil is short or very short of moisture. Subsoil moisture levels are worse, with only 30 percent considered adequate. Just one percent of subsoil in the state is considered to have excess moisture.

Temperatures over the past week averaged seven degrees above normal across the state. The high spot for precipitation was Clinton County, which recorded two-tenths of an inch.

Bird flu confirmed at sites in Kossuth, Cerro Gordo, Taylor & Jones Counties

(Radio Iowa) – State and federal officials have announced confirmed cases of bird flu at four sites in the past three days. On Saturday, the Iowa Department of Agriculture announced a hatchery in Kossuth County for game birds like pheasants and quail had been hit by the highly contagious virus.

A backyard flock of mixed species in Cerro Gordo was also identified. On Friday afternoon, officials revealed bird flu had been confirmed in a commercial operation in Taylor County. One-point-two million chickens were laying eggs in the facility. There was also confirmation Friday the virus had been confirmed in a small flock of birds in Jones County. So far this fall, officials have identified bird flu — or highly pathogenic avian influenza — at 13 sites around the state.

The governor has issued proclamations that authorize state agencies to assist in the proper disposal of birds that are being euthanized to try to contain the spread of the virus.

Gov. Reynolds Issues Disaster Proclamation for Highly Pathogenic Avian Influenza in Taylor County

DES MOINES – Iowa Gov. Kim Reynolds today (Friday) announced the signing of a disaster proclamation for Taylor County, Iowa effective immediately through December 10, 2023. The USDA has confirmed a positive case of highly pathogenic avian influenza (HPAI) in a commercial egg layer site there. 

This proclamation allows state resources from Iowa Homeland Security, the Iowa Department of Agriculture and Land Stewardship, and other agencies to assist with tracking and monitoring, rapid detection, containment, disposal, and disinfection. The proclamation also waives regulatory provisions related to commercial vehicles responding to affected sites.   

The recent HPAI detections in birds do not present an immediate public health concern, and it remains safe to eat poultry products. If producers suspect signs of HPAI in their flocks, they should contact their veterinarian immediately. 

IUB hearing on Summit pipeline permit has concluded

(Radio Iowa) – The Iowa Utilities Board’s public hearing on Summit Carbon Solutions’ proposed carbon pipeline has concluded. Over eight weeks, the Utilities Board convened for 26 days, hearing testimony from over 100 landowners who object to having the pipeline on their property Utilities Board members are letting hundreds of additional public comments be entered into evidence.

Summit waived its right to offer rebuttal witnesses yesterday (Thursday). In a written statement, Summit said the hearing’s conclusion is a critical step forward for its project. Summit’s proposed pipeline would capture carbon emissions from more than 30 ethanol plants in Iowa and four other states.

There’s no deadline for the board to make its decision on Summit’s application for a permit to construct and operate a carbon capture pipeline in Iowa. The board’s three options are to grant the permit, deny it, OR grant the permit with some modifications.

5 area fire departments battle a field fire, Thursday

(Adams County,  Iowa) – Officials with the Corning Fire Department said in a social media post, that on Thursday (Nov. 9, 2023), they were dispatched to a combine fire. Once on scene, it was discovered that the field the combine was in had started on fire as well.

Mutual aid was requested from the Cumberland, Grant, Massena and Villisca Fire Departments. Montgomery County EMA provided aerial drone photos during the incident, as well as assistance with finding hotspots.

Gov. Reynolds Extends Harvest Proclamation

DES MOINES –  Governor Kim Reynolds has signed an extension of the proclamation relating to the weight limits and transportation of grain, fertilizer, and manure.  The proclamation is effective immediately (11/9/23) and continues through December 11, 2023. It allows vehicles transporting corn, soybeans, hay, straw, silage, stover, fertilizer (dry, liquid, and gas), and manure (dry and liquid) to be overweight (not exceeding 90,000 pounds gross weight) without a permit for the duration of this proclamation.  

The proclamation applies to loads transported on all highways within Iowa (excluding the interstate system) and those which do not exceed a maximum of 90,000 pounds gross weight, do not exceed the maximum axle weight limit determined under the non-primary highway maximum gross weight table in Iowa Code § 321.463 (6) (a) and (b), by more than 12.5 percent, do not exceed the legal maximum axle weight limit of 20,000 pounds, and comply with posted limits on roads and bridges.

Cong. Feenstra pushes for passage of Farm Bill before 2024 arrives

(Radio Iowa) – Iowa Congressman Randy Feenstra says he remains hopeful Congress will act on a new Farm Bill before the end of the year. Feenstra and some colleagues sent a letter to House Speaker Mike Johnson, urging action on the measure, what could end up being the first trillion-dollar Farm Bill. Feenstra also spoke with Pennsylvania Congressman G-T Thompson, chair of the House Ag Committee, regarding the need to act. Feenstra says the bill’s critical components are hanging in the balance.”We’ve got to open new export markets,” Feenstra says. “We’ve got to strengthen crop insurance, we’ve got to fight against animal disease. These are some big things. Ban China from buying our farmland. This farm bill’s critical. We’ve got to get it passed. So, we’re trying to figure out any way that we can try to get it done in late December yet, but it sounds like it may dip into January. So, we might have to do a two-month C.R. on this.”

A C-R is a continuing resolution, or a stopgap measure that extends the deadline. Feenstra, a Republican from Hull, says the flap over the House Speaker’s position delayed work on the Farm Bill and other important issues. “All of a sudden, we did no work for three weeks,” Feenstra says. “We didn’t pass any budget bills. So, that’s taken the forefront right now, is doing all the budget appropriation bills, to try and create a budget that was due September 30th that we haven’t got to yet. That’s all the floor time, that’s all we’re doing is debating right now–which is unfortunate.”

Feenstra says a one-year extension of the 2018 Farm Bill — which expired in late September — would be harmful to Iowa farmers and to certain programs. “Our farmers need certainty,” he says. “They need certainty in the programs. These programs have all lapsed since September 30th. I’m just fearful if we go another year with some of the old programs, that’s going to be a problem. I really think about what’s happening with fighting against an animal disease. We cannot have African swine fever get into your hog production.”

Last week, Iowa Congressman Zach Nunn expressed confidence the House would avoid a one-year extension of the old farm bill.
