2 Griswold men and a juvenile face felony Theft charges; Koppert pleads guilty to Child Porn charge

The Cass County Sheriff’s Office reports, that as the result of an ongoing investigation, three people from Griswold: 18-year old Devin Joel Hilliard; 18-year old Jacob Christian Steffen, and a 16-year-old juvenile male, have been charged with felony counts of Theft 2nd Degree, Conspiring to Commit a Non-forcible Felony, and Burglary 3rd Degree. The juvenile male was transported to Juvenile Detention Center in Council Bluffs, and Steffen and Hilliard were both taken to the Cass County Jail where they remain held on $15,000 bond each.

And, August 30th, former Cass County 911 Director, 53-year old Robert D. Koppert pled guilty to a charge of activities related to: Material Constituting/Containing Child Pornography. He entered his plea in the United States District Court for the Southern District of Iowa. Sentencing is scheduled for January 16, 2019, at 2:30 p.m. at the US Courthouse in Council Bluffs.

Court records from July, 2017 indicate that Koppert knowingly possessed one or more matters which contained visual depictions that had been shipped and transported in interstate and foreign commerce, by any means including by a computer, the producing of such visual depictions having involved the use of a minor, i.e., any person under the age of eighteen years, engaging in sexually explicit conduct and said visual depictions of such conduct, and involving a prepubescent minor or a minor who had not attained the age of 12 years of age.

Rob Koppert resigned from his position on July 24, 2017. The Cass County Public Safety Commission approved his resignation the following day.
