Work release resident Kelly fails to return in Waterloo

WATERLOO, Iowa — Officials with the Iowa Department of Corrections report Mark Desmond Kelly, an inmate of the Waterloo Residential Correctional Facility (RCF), failed to return to the facility as required on Monday, April 27, 2026. Kelly was serving time for crimes in Black Hawk County that include Robbery in the 2nd Degree and Theft in the 1st Degree.

Mark Desmond Kelly is a 55-year-old, 5’7″, 209-pound Black male. He was admitted to the work release facility on Nov. 6, 2025. The Iowa Department of Corrections is seeking assistance from the public in locating Kelly. Anyone with information on their whereabouts is encouraged to contact local law enforcement.
