(Red Oak, IA) – The Red Oak Police Department reports a man from Red Oak was arrested at around 7:50 p.m. Monday, following a traffic stop. 56-year-old Fred Francis Welch the 4th was charged with OWI/2nd offense – an Aggravated Misdemeanor. Welch was being held in the Montgomery County Jail on a $2,000 bond.
