Page County Attorney’s report on court case outcomes for the week of March 23rd

(Clarinda, IA) – The Page County Attorney’s Office has released a report on court case outcomes in Page County District Court, for the week of March 23, 2026:

Andrew Michael Davy, age 54, of New Market, appeared by counsel and pled guilty to Operating While Intoxicated- First Offense. He was sentenced to 30 days in jail, with all but 2 days suspended and fined $1,250. Davy was given authorization to complete the Second Chances Program in lieu of the two days of incarceration. He was placed on probation for one year and ordered to obtain a drug/alcohol evaluation and follow through with any recommendations. Court costs, surcharges, and court-appointed attorney fees were all imposed.

Douglas Ray Kirsh, age 43, of Villisca, appeared by counsel and pled guilty to Operating While Intoxicated-First Offense. He was also sentenced to 30 days of incarceration with all but 2 days suspended and placed on probation for one year. As a condition of probation, Kirsh will receive a Substance Abuse Evaluation and complete any recommended treatment; and complete the 12-hour Drinking Drivers Course. He was ordered to pay a fine of $1,250.

All persons are presumed innocent until proven guilty in a court of law.
