Cass County Supervisors to meet w/Audubon County BOS before approving VA Director

(Atlantic, IA) – The Cass County Board of Supervisors met in a regularly scheduled session today (May 19th) in Atlantic. During the meeting, the Supervisors set 9-a.m. Tuesday, May 26th, as the date and time to approve the appointment of a new Cass County Veteran Affairs Director, effective June 8, 2026. Current Director Mitch Holmes introduced the individual the Cass County Veteran Affairs Commission recommended to replace him.

Baylor currently services as a part-time VA Director in Audubon County. The Cass County Board discussed sharing Bill Baylor’s services with Audubon County in the form of a 28-E agreement, but no action was taken, since the Audubon Supervisors have not yet been contacted to see if they are interested in some sort of agreement. In a phone call with Audubon County Board of Supervisors Chair Kent Grabill, he told Steve Baier, that while not speaking for his entire Board, a 60/40 cost sharing/time agreement it would be something they would be interested in pursuing.

If approved, Baylor’s time would be split two-full days a week in Audubon County and three full-days in Cass County. The Boards are expected to hold a joint, Zoom meeting next Tuesday. Mitch Holmes is retiring from the County VA Director’s position effective as of July 1, 2026. He’s served as the director for over 15-years. Baylor’s annual salary will be $43,680, an amount less than Holmes’ current annual salary.

In other business, the Cass County Supervisors approved a Federal-Aid Agreement, with regard to a bridge replacement project with a CRB culvert over a creek on Jasper Road, and they approved the removal of Dr. Jill Pollpeter as Medical Examiner Deputy.
