(Atlantic, IA) – The Cass County Board of Supervisors met this (Tuesday) morning in the Courthouse basement meeting room.
The Board discussed a report and recommendation from the Cass County Zoning Commission, with regard to a zoning reclassification change request from John Topham, from General Agriculture to Heavy Industrial, for the use of property as a salvage yard and repair shop. The five-acre parcel is located in Pleasant Township, at 58708 Yankton Road, southeast of Griswold.
Zoning Commissioner Mike Kennon acknowledged some changes need to be made before the matter comes before the Board of Adjustment.
The Supervisors acknowledged receipt of the final report, but took no action, because the Board of Adjustment must first act on a variance, since the property is five-acres or less. Currently, a repair shop and house occupies 2.6-acres of the parcel. If the Zoning Board of Adjustment gives its approval, the property must be enclosed with a fence that obscures vision of the salvage yard, another other stipulations.

Following his Third-Quarter report, Cass County Veterans Affairs Director Mitchell Holmes announced his retirement, effective July 1st, 2026. Holmes has served 18-years as VA Director in Cass County. The position will be advertised before any successor to Holmes is named.
Board Chair Steve Baier and Supervisor Steve Green, said they appreciated Holmes’ longevity and service as the Cass County VA Director.
And, while the position will be advertised, the Cass County Supervisors tossed around ideas that included making the position part-time and/or shared, but it was only a topic of discussion at this point. In other business, the Board approved a request from the Cass County Coalition for Mental Wellness, to place a Mental Health Awareness Month display in the courthouse, during the month of May. They also approved the suspension of Taxes for a parcel in Lewis.
The Supervisors approved the appointment of Skylar Handlos, as the Grove Township Trustee (to fill a vacancy), and they acknowledged the resignation (effective March 31, 2026), of Vicki Sanny as Benton Township Trustee. The Board approved also, the appointment of Victoria Means and Sara Sisler as representatives of City Property Owner to the Cass County Eminent Domain Compensation Commission, for 2026. ReAnn Cappel was reappointed to the Civil Service Commission to fill a vacancy, effective April 7, 2026 to Dec.31, 2030.
The Board passed a Resolution certifying the March 31, 2026 results of the Atlantic School Board Special Election. And, Cass County Engineer Trent Wolken provided his regular Secondary Roads Department report.
